A request from Park City leaders: please choose reusable bags



Please choose a reusable bag when in Park City.

That is about as strong a statement as municipal leaders are willing to make, but it is one seen as being an important step nonetheless.

The Park City Council recently adopted a resolution encouraging people to select reusable bags when they are in the city rather than ones that are designed to be used only once. The elected officials did not take what would have been a much more dramatic action of instituting a ban on the bags meant for one use through the enactment of a law, something that was discussed recently but did not win the needed support.

Even though a law was not put on the books, the resolution is the most significant step taken by Park City leaders thus far as they consider the environmental impact of bags meant for one use, such as the plastic ones that many stores give customers when making purchases.

The City Council supported the resolution unanimously. The elected officials had support from the not-for-profit Recycle Utah. There was not organized opposition, but grocery stores monitored the discussions. A ban would have increased expenses at the stores, grocer representatives have said.

The resolution encourages stores to use and promote bags meant to be reused, such as cloth, fiber or other materials that may be cleaned in a washing machine. It also says stores could "pursue a variety of means to encourage reusable bag use." The resolution mentions discounts for people with reusable bags or charging people the cost of a bag meant for one use.

But it also acknowledges that some purchases necessitate bags meant for one use, including when buying meat or fish, buying prescription medicines and purchasing bags for yard work.

Poulson said the resolution did not set a percentage target for a reduction in the use of the bags since City Hall did not already possess data showing how many were used before the resolution passed. City Hall will review the impact of the resolution at about the same time Earth Day is held in April of 2015. Recycle Utah was the chief backer of the resolution outside of City Hall. Insa Riepen, the executive director, said the City Council vote was the first formal action taken by any government body in Utah addressing bags meant to be used once.
